Monroe Doctrine
Though at the beginning it was ignored by the influential people of Europe, the Monroe concept rose to become a backbone of the foreign policy in the United States. In eighteen twenty-three, James Monroe, the president, declared the United States as the guard of the western hemisphere by restricting any Europeans from taking over more American territories. In turn, the president agreed not to interrupt existing colonial business, conflicts and affairs of European countries. The Monroe concept was crucial as in eighteen sixty-five, it aided the government of the United States to remove the then Mexican emperor who was put in charge by the French and replaced him with President Juarez. In another instance president, John F Kennedy used the concept in nineteen sixty-two during the missile catastrophe in Cuba to declare a quarantine around Cuba to stop the setting up of ballistic missiles by the Soviet Union on the island.
I agree with John Kerry that the time of the Monroe doctrine should be stopped as every nation should be seen as equal, divide duties, unite on issues on securities and follow universal decisions they make to improve interests and values that they share. Relationships should be created not on the basis of how and when the United States should interrupt the matters of other nations (Keck). The administration was not renouncing the concept of Monroe. If a nation like China and Asia tried to put many troops in Central America, They would be forced to first consult with the United States military as with Moscow in the Cuban Missile Crisis. Significantly Obama’s government comprehended the major part of soft power contributes to keeping peace in regions though the military power in what eventually maintains the hegemonic regional status and should only be implemented as the ultimate solution.
John Kerry acknowledged that the best way to maintain regional hegemony is for the supreme power to declare their position through non-forceful methods, which the United States has been successful in doing over the years. The last few months, the government has faced many challenges that have resulted in a declaration that the Monroe concept is over (Keck). The government heavily relied on countries like Ecuador in Latin American countries to convince them not to give Edward Snowden refuge by congress intimidating the state of Ecuadoran with the elimination of advantageous terms of trade. Moreover, the levels of the spying of the United States processes in countries in Latin American were publicly announced by Edward, which fueled a strong resistance in areas such as Brazil. All the action arrived at a moment where individuals were angry in Latin America over the battle on drugs by the United States
Kerry, in his address, therefore, was aiming at rebuilding relationships with Latin Americans. The patronization and solidarism given in Monroe’s concept for a long time served as a source of hate in Latin America, only demonstrating that the idea cannot be operational in a modern world. Every country wants to conduct its activities independently, be treated equally, and be involved in decision making that affects security issues. Kerry, in his speech, was aiming to present a future where all states would equally operate on respect in the accomplishment of goals such as freedom, peace, and prosperity.
