Executive Summary
This study is analyzing the structure of the tourism industry of New Zealand, policy and planning of the government regarding tourism and the sustainable tourism practices.
Organization– For this study, Rotorua Canopy Tours is selected as New Zealand tourism operating organization that offers world-class adventure tours activities to tourists through prehistoric native forest. Rotorua has the vision to provide a life-changing encounter to international visitors with the beauty of the natural world. In addition, the company also wants to develop a world-class experience of real-world by its services.
Literature– This study includes a literature review on the Structure of New Zealand’s tourism industry, Aotearoa Government Tourism Strategy, and Sustainable initiatives of the Tourism Sustainability Commitment of New Zealand. In the context of the structure of tourism industry of NZ, this study is focusing on the different organizational structures including, government agencies, industry associations, international tourism firms, regional tourism firms, tourism marketing networks and academic & training institutes. This study also includes a literature review of Tourism Strategy of Aotearoa (NZ) Government including strategies for the economy, environment, tourism strategy for international and domestic visitors, New Zealanders, communities in Aotearoa, and tourism strategy for regions. In addition to this, the study also includes literature on the sustainable initiatives of the tourism sustainability commitment of New Zealand. In this concern, this study fulfils the economic commitment, visitor commitment, host community commitment, and environmental commitment of New Zealand’s tourism industry.
Sustainable tourism practices– This study is discussing the sustainable tourism practices of New Zealand by focusing on the Rotorua Canopy Tours’ sustainable practices and discussing the structure of the tourism industry of NZ. For this concern, this study is analyzing the economic commitments, visitor commitments, host-community commitments, and environmental commitments of Rotorua to discuss the sustainable practices of the company. At the same time, this study is also considering the benefits of sustainable tourism practices of NZ tourism organizations from different sectors of the tourism industry. In this concern, the study is discussing the benefits available to Rotorua Canopy Tours’ to develop destination in New Zealand and enhance sustainable practices.
Conclusion– This part of the study is offering the impact of NZ tourism organizations on the tourism industry of NZ. In addition to this, the study is also offering the impact of strategies of Aotearoa government tourism on the tourism operators of NZ. Moreover, this study is also explaining the impact of tourism sustainability commitments of NZ on the tourism operators to develop NZ destination and enhance sustainable practices.
Recommendations– This study is also analyzing and recommending actions of Rotorua Canopy Tours for the economy, environment, visitors both international & domestic, New Zealanders, NZ communities and NZ regions. In addition, this study is also recommending Tourism Strategy that draws values the Maori Tikanga, including whanaungatanga, manaakitanga, ohanga, and kaitiakitanga that are supportive for sustainable growth of NZ tourism.

1.0 Overview of the Organization
1.1 Name, location and type of industry
Rotorua Canopy Tours is an adventure tour operating company in New Zealand, offers world-class adventure tours activities for all age group people via prehistoric native forest through the ziplines in an environment of New Zealand (Rotorua, 2020).
1.2 Brief history
In 2008 the concept took place to begin Rotorua a Zipline tour company by James Fitzgerald. James has a dream to open a zipline tour organization in a forest of New Zealand that covered full of trees, sounds of birds signing in an environment of Forest, and gives a happy face or fun-loving environment to the people. The idea turns to a real phase at a time year passed a James found a forest Dansey Road Scenic Reserve on Rotorua Outskirts and Person named Andrew an Engineer who helped James to achieve a dream of Zipline Company (Rotorua, 2020).
In March 2012, the real work for the Zipline Company begun into a forest Reserve of NZ. Within 6 months later the Ziplines are ready with luck, arguments, and support of their friends and family.
They started their marketing to attract customers via promoting photos on NewsChannel’s, paper stories, and reviews of arrived people and within 3 years they get a team of 30-35 people (Rotorua, Rotorua Canopy Tours- how it all began, 2020).
1.3 Vision/Mission statement
- The Vision statement of Rotorua canopy tours is to offer a life-changing encounter with the beauty of the natural world to the people of New Zealanders and international visitors.
- Another vision is to develop a world-class experience for the people who were far away from the real world.
1.4 Services offered
Rotorua canopy tours offer two types of tours, i.e. The Original canopy and Ultimate Canopy Tour. Both tours covered with Swing bridges, ziplines, and discussion talks while the Ultimate tour has some other challenges activities as it a premium product. They offered free photographs, Snacks, and drinks with Amazing views of nature (Rotorua, 2020).
2.0 Literature on New Zealand’s Tourism industry
2.1 Structure of New Zealand’s Tourism Industry
2.1.1 Government agencies
- Tourism New Zealand is a government agency accountable for developing New Zealand a world tour destination through the original campaign of admiring tourism mark to a targeted consumer group of the world. It is an organization that is financed by the Government of New Zealand under the Tourism Board of NZ Act of 1991. Before the pandemic crises of Covid-19, it was one of the leading export industries in context to foreign exchange earnings (New Zealand, 2020).
- I-site Visitors centers is an administrative visitor query platform of New Zealand. With their 80 centers all over New Zealand, they provide a piece of updated information to visitors in context to their services of attractions, transportations, and accommodations facilities for making the trip memorable (Trip advisor, 2020).
2.1.2 Industry associations
- Professional Fishing guiding is an industry association responsible for encouraging advisor fishing tours all over the NZ with a member of Other bodies and government. In this advisory role, they handle the client’s complaints, solving conflicts, etc. (NZPFGA, 2018).
- New Zealand Rental vehicle is a leasing and rental industry association for counsellor operators for the traveller to making trips enjoy full by offers vehicles like vans, campervans, motorcycles, etc. on leasing or hiring. The mission of the Rental industry is to avail the vehicle to the traveller for making the trip successful (RVA, 2020).
2.1.3 International tourism organizations
- New Zealand Pacific Asia travelling association is one that encourages the growth of the Tourism Industry and the Asia Pacific travel. The purpose of the Pacific Asia Travel is to increase the growth of the sustainable and quality of tourism and travel in a region of New Zealand (PATA blog, 2020).
- The United Nations of World Tourism is an organization of the United Nations. They play a centric act in the growth of sustainability in tourism. Their community came across 161 territories, and countries and other 390 associate members are reflecting educational institutions, local tourism associations, private sector, and tourism associations (UNWTO, 2020).
2.1.4 Regional tourism organizations
- The Tourism of New Zealand, (2020) states that 8 Māori Regional Tourism is a Organizations that are elected by Maori people to operates Maori tourism in the determined region. They run through developing connections and relationships with industry.
- Regional Tourism Organization is a company that is accountable for publicizing the region to international and domestic visitors. It is an organization that served its business practices in 27 regions of New Zealand. The council of local finances several RTOs in full or part and rest were through fees of annual membership (New Zealand, 2020).
2.1.5 Tourism marketing networks
- Tourism New Zealand (2020) states that the connections of organization food and wine tourism of New Zealand are concentrating on the growth experiences of people of travel agents and international visitors.
- Cruise New Zealand (2020) stated that New Zealand market is a cruise destination that builds a growth of economy via fees and taxes, or assist the operations of small and large ports, hotelier, travel agents, food and beverages, etc. with the help NZCA will be termed with a government for decision system of cruise and tourism recovery.

- New Zealand Tourism Research Institute is an association situated at the Technology University of Auckland to gathered the specialist in hospitality and tourism industry for growth of tourism research for generating revenue and sustainability (NZTRI, 2018).
- Service IQ is a platform to build the qualifications of Tourism nationally. This will put people to work as a team via home during pandemic crises (Service IQ, 2020).
2.2 New Zealand – Aotearoa Government Tourism Strategy
2.2.1 The economy
Government of NZ concentrates on developing the image of tourism to create the growth of the economy in the industry of NZ. This can be done by creating a demand for the visitor to overall the region of New Zealand. With the growth of the Tourism people of New Zealand gets employment at an attractive pay scale and improves the lifestyle of industry. The strategy adopted by the Government to the development of tourism is to improve the infrastructure facilities, convenience facility, recreating financing schemes, the value of tourism by campaigning through high brand tourism agency, develop data plans of travellers and create peaceful, healthy trips (New Zealand, 2020).
2.2.2 The environment
Mbie, Govt (2020) states that build the demand of International visitors the government of Aotearoa plays a role to protect the natural surroundings of NZ. This can be done by developing a connection of international travellers and people of NZ with cultural, stories, people of the Maori region, etc. The strategic framework is to protect the environment by eliminating emissions. The strategies by Aotearoa eliminate the unethical concern, build a route map for the industry to operate conservatism, and raise knowledge about the reduction of pests (New Zealand, 2020)

To develop sustainability growth, the government of Aotearoa encourages a traveller experience by offering unique world-class facilities. The government of Aotearoa New Zealand gets its sustainability advantage by grooming the lifestyles of local communities of people of New Zealand. This can be done by encouraging the connections, relationships among the local community of NZ, and travellers. The Tikanga framework develops an emotion as family connections. The strategy adopted by the New Zealand government of Tourism is building an opportunity for Maori, mana whenua, and Iwi, provides educations, infrastructure, accommodations, and build experience among local people, i.e. New Zealanders. The adopted strategy will develop an image of NZ in a community of people of NZ and bring their support in community development (NZTRI, 2018).
2.2.5 Regions
The tourism government of New Zealand, i.e. Aotearoa make an effort to deliver a revenue of Tourism across all regions of New Zealand. The distribution of revenue with growth tourism will develop a lifestyle of local communities. In this framework, the local council, and other regulatory bodies work together to plan for developing the growth of the region. The Government implemented a plan with the help of treaty partners and business communities. Following actions need to be taken by the government for regional development are:
- They focus on the role of tourism affects in a regional area in the form of employment, revenue, etc.
- Building a partnership with treaty partners and other local regulatory bodies for managing the regional sectors in context to availability of land, transportation, safety. (New Zealand, 2020)
2.3 Sustainable initiatives of the New Zealand’s Tourism Sustainability Commitment
2.3.1 Economic Commitment
The sustainability commitment for economic development is to increase the growth of the New Zealand economy. The government of New Zealand has to invest in the development of infrastructure, airports, and accommodations. At the same time, the tourism industry has to focus on the quantity and quality of offering infrastructure benefits to visitors in increasing the sustainable growth of New Zealand. Through the focus on sustainable growth, the government has to develop an innovative strategic framework for investment in the tourism sector and eliminate the risk of seasonality. By the year 2025, they will have to earn total revenue of 41 billion $. Along with this, they also have to focus on information about limited resources for taking healthy, sustainable decisions. With the research framework government of New Zealand will offer innovative services or accommodation to visitors for building demand for the tour in New Zealand (Trenz, 2019).
2.3.2 Visitor Commitment
Kenworthy (2018) stated that the Government of New Zealand focused on delivering innovative world-class experiences to domestic and international travellers. At the same time, the sustainable initiative of Tourism New Zealand is to monitor the data of customer satisfaction and reporting the feedbacks on tour websites to exchange experience of arrived visitors. They also need to develop a marketing strategy by offering high tech products and services to visitors. Other than that, they engage the visitors to learn about the culture and customs of New Zealand and develop a healthier connection. Along with this, the Tourism of New Zealand also needs to maintain destinations attractions points in their campaigns and delivers that they are offered a unique service of their visitors (Kenworthy, 2018).
2.3.3 Host Community Commitment
Avatar, (2017) said that the government of tourism New Zealand focusses on distributing the benefit’s in a region of New Zealand for maintaining the lifestyle of local people. As with a sustainable growth of tourism in New Zealand local community makes efforts in the development of connections. At the same time, the sustainable initiative made by the government of New Zealand tourism pays a fair salary to all employees of tourism. Along with this, they also need to organize a health workforce to work in a team within a pandemic crisis and developing cooperation’s among them. They also develop an employee engagement program for tour operators in the development of plans and strategies for the growth of tourism in New Zealand. With a corporation, the industry works on mutual benefits and creates a connection for support region’s growth (Avatar, 2017).
2.3.4 Environmental Commitment
The sustained growth of tourism in New Zealand also depends on environmental factors. The restoring and protection of the natural environment develop a peaceful trip for visitors. The government of Tourism New Zealand works to eliminate waste management. Along with this, the sustainable initiatives that need to take by the government are carbon reduction and Ecological Restorations. At the same time, this can be done by conducting a program for developing awareness regarding the protection of natural surroundings and waste management. They need to measure the carbon footprints in the environment (Queenstown, 2020).
3.0 Discussion on sustainable tourism practices in New Zealand
3.1 Sustainable practices of Rotorua Canopy tours
Rotoruna Canopy tours provide a thrilling experience to the tourists by providing them zipline canopy tour of the old forest of New Zealand. Rotorua Canopy Tours have also applied sustainable practices in their work for which they received the award in 2016. How this sustainable practice help with different commitment can be identified from the below discussion:
3.1.1 Economic Commitment
Rotoruna has already adopted sustainable practice at its workplace, and because of that, it is already experiencing many benefits. Sustainable practice helps to reduce the average sick days, reduce sick leave costs, talent retention and improve the productivity of the employees that shows the economic commitment of the sustainable practice (Musgrave & Dávid, 2011). Implementation of this practice will help to reduce the costs and will help to grow the productivity which will help in the economy.
3.1.2 Visitor Commitment
Whenever the visitors come to the Rotorua Canopy tours, so it is the responsibility of the management to maintain sustainability and positively contribute to the environment. It is important to provide information to the visitors, so they do not act, which can harm the environment. The Rotorua Canopy tours offer all the recyclable things to the visitors. They have a well-managed system so that the visitors do not spread trash anywhere and they use dustbins only.
3.1.3 Host Community Commitment
The acceptance and support of the host community are important for the long term success of the tourism industry. To promote the sustainability practice at Rotorua Canopy Tours, it is important that the natural and cultural environment is appropriately managed. The nature involves different elements such as; wildlife, landscape etc. so there are different people who know best about these elements should be part of the host community so that they can work accordingly and can implement the sustainability practice as per nature of the different elements (Ter Mors, Terwel, & Daamen, 2012). The tourism industry doesn’t use the host community as their best resource, but they should use it.
3.1.4 Environmental Commitment
Environmental commitment is the main part of sustainable practice because the main purpose of sustainable practice is to promote the things which do not harm the environment and work for the benefit of the environment. The sustainable practice should emphasis on optimal use of environmental resources, to ensure minimization of air pollution and minimizing land and water wastages to save the environment.
3.2 Structure of New Zealand’s Tourism Industry
3.2.1 Government agencies
New Zealand Industry is a part of New Zealand’s State sector which was established under the crown entities and was funded by the New Zealand Government which was established under the New Zealand Tourism Board Act 1991. The government agencies help businesses to become more productive and globally competitive, also provide them with various opportunities so that the New Zealanders can contribute to the economy and they also have a Policy Unit which provides tourism policy advice and works with other Government departments on key tourism policy issues or problems.
3.2.2 Industry associations
There are many associations which have been established to represent the tourism industry. They help the industry on various topics related to licensing, environmental issues, legislative issues etc. New Zealand’s Tourism has been connected with various associations such as Hospitality Association which provides advice on legal and trade issues, Mountain Guide Association which helps in maintaining industry standards for the mountain guiding profession, Holiday Accommodation Association, Professional Hunting and Fishing Association, and many other associations.
3.2.3 International tourism organisations
There are two international tourism organizations which have been established, Pacific Asia Travel Association which encourage the development of the Asia Pacific travel and tourism industry. It aims to enhance the value and quality of travel, from and within the region as well as encourage sustainable growth and the other is the United Nations World Tourism Organization which emphasis on promoting the development of responsible, and universally reachable tourism as well as helps in tourism policy issues (New Zealand Tourism, 2020).
3.2.4 Regional tourism organisations
They are independent organizations responsible for strengthening and growth of each tourism regions, marketing activities, as well as they, are responsible for encouraging their region to be international and domestic visitants. They work with New Zealand’s Tourism and their local industry. They are funded by their local council either partly or entirely, others are funded by annual membership fees. They help to generate more economic activity and promote region tourisms.
3.2.5 Tourism marketing networks
Tourism marketing networks helps to promote attractive travel destinations and provide information to their respective travellers. There are three networks which are associated with the New Zealand’s Tourism, Ski Tourism Marketing Network which is made up of New Zealand’s premier ski resorts and snow sports areas, their adjoining regional areas, Food and Wine Marketing Network which led emphasis on developing the number of exclusive food and wine experiences which should be available to international visitants through their travel agents and also include various other wine and food companies and accommodation providers.
3.2.6 Academic and training institutes
There are two institutes which are associated with the New Zealand’s Tourism, New Zealand Tourism Research Institute which help in bringing together the experts in tourism and hospitality sectors to research on the developing tourism industries and to support the development of profitable tourism industry and the one is Service IQ which works with the other industry neighbours to develop the national study in the tourism industry and managing with the workplace training.
4.0 Conclusion
4.1 Impact of tourism organizations of NZ on tourism industry of NZ.
It can be concluded from the above analysis that the impact of tourism organizations in New Zealand is that they encourage the tourism industry, practices for sustainable growth, and quality of tourism. They help in strengthening the tourism sector in each region of NZ. These organizations have also build a platform known as service IQ that will help people to work as a team during this COVID pandemic crisis. The organization also takes care of the marketing activities to attract the tourist to NZ tourist destinations in different regions. NZ tourism organizations help the tourism industry of NZ to run profitably and encourage new tourism businesses in NZ. The Tourism Organization of New Zealand plays a core role in developing the tourism industry in New Zealand.
4.2 Impact of tourism strategies of Aotearoa Government on tourism operators
The primary impact of the strategies of Aotearoa government is that it creates employment opportunities for the people of New Zealand and also improve their lifestyle. The government increases the value of tourism by campaigning through a high brand tourist agency. It helps the operators in getting infrastructural and convenience facilities. The government also recreate refinancing schemes for the operators to encourage them to participate. To attract international visitors, the government has adopted the strategy of promoting the brand image of the tourist industry of NZ. The government has also built up partnerships with treaty partners who help in transportation and safety facilities in regional areas of New Zealand. The government emphasizes the factors which provide employment and revenue for the operators. For the continuing benefit of the operators, the government has adopted the strategy in which it takes care of traveller’s experience by providing unique world-class facilities, a warm welcome, and providing safety to travellers. The strategy of the government ensures the fulfilment of the aim that the revenue generated from the tourism industry is distributed among all the regions equally. This will help equitable development of each region in the tourism sector, which will be a big helping hand for the operators.
4.3 Impact of Tourism Sustainability Commitments of NZ on tourism operators in context of enhancing NZ sustainable practices and development of destination in NZ
Sustainable practices help in improving the productivity of the business and reduce the cost of operations. The tourism sustainability commitments of New Zealand have also been followed, which has contributed to enhancing sustainable practices in the context of the operators. The organizations of New Zealand have established research institutes to maintain sustainability in the tourism industry and its operators. Rotorua Canopy tours applied for sustainable practices and have adopted sustainable practices at the workplace. They provide recyclable things to the tourist so that there is less generation of trash and things can be used for multiple purposes. Rotoruna Canopy tours are also rewarded for adopting sustainable practice. It bliss that acceptance and support from the host community will help them in long term success. The proper management of natural resources is important with optimum utilization. They believe that the person who has and expertise in different nature elements can only be part of the host community. It focuses on the fact that sustainable practices are adopted so that there is minimum wastage of natural resources like land water and forest. Sustainable practices should also from mood and save natural resources.
5.0 Recommendations
5.1 Implementing the New Zealand – Aotearoa Government Tourism Strategy
5.1.1 The economy
It is recommended to Rotorua Canopy Tours that the company can establish a long-term sustainable funding mechanism for international visitor where conservation and tourism levy can be implemented. With this action, Rotorua enhances the compliance systems for concessions that increase the value of sites and activities for ohanga and manaakitanga. In this action, Rotorua should consider and evaluate the funding options for visitors to allowing more strategic revenue sites. The establishment of long-term funding can also support industry and local government for developing reliable streams of funding. Through this action, Rotorua can also identify and implement productivity commission inquiry actions related to tourism.
5.1.2 The environment
Rotorua Canopy Tours should focus on the protection and restoring the natural capital and indigenous biodiversity of Aotearoa-New Zealand. It would be supportive for Rotorua to develop an understanding of increasing tourism and visitors impacts on the culture, historical heritage and natural environment. It is recommended to Rotorua that it should respond to the parliamentary commissioner into tourism environmental reports. The selected environmental protection action can support Rotorua to implement the tourism levy and international visitor conservation. In addition to this, it would also build a pathway of enabling businesses of tourism to undertake conservation-restoration easily.
5.1.3 International and domestic visitors
In concern to international and domestic visitors, it is recommended to Rotorua that it should deliver authentic and high-quality experiences to the visitor. It is because this action enables iwi, hapū and Tangata Whenua to express and share their stories and value of places. In addition, this action also improves the awareness of Māori tourism opportunities by working with others and provides ways of delivering authentic Tikanga experience. Moreover, Rotorua should develop experiences on public conservation land throughout this action as this action includes Pike29 Memorial Track Great Walk, Paparoa Track opening, as well as it is also supportive to identify new Great Walk. At the same time, Rotorua should also increase Tohu Whenua quality.
5.1.4 New Zealanders and the communities
For the Maori community and New Zealanders, Rotorua should contribute to vibrant New Zealand-Aotearoa communities. In this concern, Rotorua needs to work with education providers and the industry as it can increase the strength of pathways into tourism employment from education. At the same time, it is identified that this action can support the community amenities and infrastructure as it provides fund for tourism infrastructure.
5.1.5 Regions
It is also recommended to Rotorua that it should focus on the capability development and partnerships as it can build destination management planning capability of the New Zealand tourism sector. In this concern, Rotorua should support destination management plans implementation using regional partnerships. It can enable sustainable investment and funding sources. Moreover, Rotorua can also develop spatial planning projects collaborating with local government as it can provide integrated solutions for managing and planning future growth. Moreover, this action can also ensure safe and resilient transport connections to land transport investment supports in New Zealand-Aotearoa.
