Creating Your Ideal State
Sudan is an African country that just overthrew a dictator who has ruled for the past 30 years. After a year of military rule, a national election was held, and I was elected the president of Sudan by a majority vote. Due to the political unrest at the time of the coup d’état and endless civil war, economic and political structures are non-existent. Besides, a group of loyalists to the old dictator have been detonating bombs, murdering civilians, assassinating leaders, and terrorizing towns with help from a neighboring dictator. Nevertheless, I aim to rebuild Sudan using an effective governing style, maintain the public good, creating national and international bonds as well as combating all forms of terrorism.
Domestic Concerns
Due to the fragile state of Sudan, the best governing style is democracy. For close to thirty years, Sudan citizens have been ruled by a dictator. All decisions were centralized, and the people never got a chance to participate in any decision making. People who objected to decisions made by the ruler were termed as rebels and got punished for rebellion. Therefore due to fear, people grew accustomed to following rules set by the government without questions. A democratic type of governing will encourage people to become creative as they give their input towards nation building. Besides, people will elect the leaders they deem fit, and therefore, leaders who do not serve their purpose will be rejected by the people.
The independent branches of government will be the legislature, the executive, and the judiciary. The legislative branch will consist of all elected leaders, and their purpose is to make the laws of the land. The executive will be made up of the president and the cabinet, and they aim to enforce the law. The judiciary will serve the purpose of applying and upholding the law. Although the three branches are independent institutions, their sole purpose is to support development and peace.
Free primary and secondary education and free healthcare are the public good domestic programs that will be developed and implemented in Sudan. For a country to grow, it must have citizens of good health and get rid of ignorance. For many years, Sudan nationals have not gotten a chance to quality healthcare and education. In line with United Nations Industrial Development Organization (2008), public goods posses non-rival and non-excludable benefits which serve the purpose of improving the well-being of a population. Therefore, when Sudan nationals get a free primary and secondary education, all children get an equal chance to pursue education and a career. Free education will increase the literate population, a factor that contributes to the development of a nation. Free healthcare services will ensure that all citizens get the medical attention they require. Child mortality will reduce as maternal health improves. Also, mortality rates from diseases such as malaria and HIV/AIDS will reduce.
The most suitable economic structure is a mixed financial system. The combined economic system allows participation of the government and the general public as well. Public goods and services are controlled entirely by the government. Other commercial entities, such as industries have mixed ownership. While most industries and organizations are privately owned, a small portion remains under the control of the government. A mixed economic system will not only see economic growth but also interaction between the government at the public.
Socializing citizens is an essential aspect in any given country. As stated earlier, Sudan was ruled by a dictator for close to thirty years, where socializing citizens was not crucial since united citizens could rise and protest against the government. Therefore, for a long time, Sudan nationals were divided based on their ethnicity, religion, as well as political affiliation. However, my government aims at socializing citizens through family, school, religion, peer groups, economic systems, and mass media. When people socialize freely without discrimination, national unity fosters between people of different backgrounds.
Foreign Concerns
Sudan is a country recovering from years of war, violence, and dictatorship. Therefore, the country not only needs national unity but also support from international organizations. The United Nations is an organization that purposes to maintain peace and security. At present, Sudan is still facing acts of terrorism from loyalists of the overthrown dictator. The United Nations can recommend ways of ending the violence. In case the violence does not seize, The United Nations take enforcement measures to restore national security. For a nation to join the United Nations, it must declare that it will adhere to the UN charter by submitting a formal letter to the secretary general (United Nations, 2019). The five permanent members of the Security Council vet the application, and it is successful when more than half of the council vote in favor. After that, the application is presented to the General assembly, where a two-thirds majority vote is necessary for the application to be deemed successful.
The International Monetary Fund is an international organization that fosters global monetary cooperation, secures financial stability, facilitates international trade, promotes high employment and sustainable economic growth, and reduces poverty around the world (International Monetary Fund, 2019). By joining the International Monetary Fund, Sudan can gain international trade partners, investors as well as secure developmental loans. For a country to join the International Monetary Fund, it must agree to the code of conduct, pay a quota subscription, refrain from the restriction on the exchange of foreign currency and strive for openness in economic policies affecting other countries. The International Monetary Fund will play a significant role in the economic development of Sudan.
Sudan will enforce border security to counter terrorist threats from neighboring countries. At present, terrorist attacks are getting launched by the loyalists of the former dictator. The attacks are claiming human lives, disrupting national peace as well as hindering development. Besides, terrorist activities discourage foreign investors from investing in Sudan. Therefore, it is essential to curb the threat coming from the loyalists being aided by the dictator of the neighboring country. The first step is increasing border security. By sending troops to secure the border will prevent any undocumented people from entering the country. If the forces are compromised, the United Nations can send more troops to restore peace at the border. Internal threats can be combated by fostering socialization. When nationals of a country are united, they refrain from any activities that may disrupt peace. Also, any individuals found guilty of inciting violence will be apprehended and arraigned in a court of law.
Conclusion
A country that was previously engulfed in war and ruled by a dictator needs an effective plan during restoration. The best governing style for such a nation is a democratic style. The people get productive when given a voice. Also, public goods and services provide all people with an equal chance of development. Apart from national unity, a nation needs international alliances. By joining international organizations that promote security and economic development, such a country is bound to prosper.
