Witness: Steve Haji Harpouninain, 23 years old, DOB 9/4/1991, 113 Conley Road

Evidence: surveillance video

On March 31, 2014, I was in uniform and on patrol in a marked unit in the city of Lake Elsinore. At 2250 hours, I was dispatched to the AM/PM store at 34125 Main Street Lake Elsinore for a service call involving a store’s theft. I arrived at the scene and spoke to the store employee Steve Haji Harpouninain (23, 113 Conley Road), who reported the incident. Mr. Haji stated that two Hispanic males aged 18 -20 came into the store and looked around the store. Mr. Haji described one of the male suspects as overweight wearing black pants and a white T-shirt, and the other suspect as thin, wearing black shorts and a white tank top (wife beater) and a Raiders hat. He reported that the overweight male placed several items on the counter, and the thin male grabbed two 18 packs of Bud Light from a display and ran out the door without paying. The other overweight suspect completed no transaction and left the store walking the other way. Mr. Haji believes the thin male got into a car because he saw headlights going by fast. He said that he has seen the overweight male before and could identify him if he saw him again. He stated that the store has a video surveillance system, but he could not get a copy because his boss, Roy Suleiman (38, 113 Conley Road), had the key to the manager’s office. The value of the two 18 packs of Bud Light Beer that were stolen was $21.98.

I contacted Mr. Haji’s boss Roy who provided a copy of the surveillance footage. I then walked around the store looking for the overweight suspect who left on foot. I apprehended him a few blocks from the store and called Mr. Haji to identify him. I questioned the suspect, who identified himself as Mateo Santiago. Mr. Mateo admitted to getting involved in the theft and placed the other suspect as Benjamin Martin. I contacted Mr. Benjamin at his apartment. I read the two suspects their Miranda rights and arrested them, charging them with 484 PC. The two suspects were booked into Robert Presley Detention Center.

Dixie tried to go into the bedroom, but Donnie grabbed her and shoved her to the ground. He then pulled her hair, choked her, and threatened to beat her ass. When Donnie let her go, she picked up the baby and tried to leave but, Donnie grabbed her and would not let her leave. Donnie then pushed her down on the couch, told her and the baby to stop crying, and then slapped her across the face. Dixie stated that the neighbors Lori Johnson and Bob Johnson started yelling that they were calling the police; Donnie left in his truck. Dixie said that Donnie had called on his cell to apologize. Dixie has a red and swollen mark on her left eye, a small red spot, and ½ inch scratch on her neck, and a rug burns on her elbow. Olson spotted a blue Honda Civic car parked near the school’s fence. Ms. Olsson stated that being the last day of school, she did not investigate further. However, 20 minutes later, the car still parked in the same spot, and this time she walked up to the car and witnessed a young white male, indecently exposed and engaged in masturbating in public. Ms. Olsson described the man as a white about 18, skinny, like a tweaker, with tattoos. Ms. Olsson stated that when she saw the man “jacking off,” she yelled at him, and he left “real fast.” She got a partial license plate “3KBC54” and identified a “hand grenade” sticker on the back window.

Ms. Olson said she could not identify the tattoos, and there were no other witnesses. Ms. Flores stated there were no surveillance videos of the area; I confirmed this by patrolling the area.
