This letter is on behalf of inmate Valentino Wilbourn, Inmate ID: 20190111098.Div. 9-1C-365-2, who is currently residing in the Cook County Jail, Chicago, IL. We wish to request your office to consider approving the release of Mr. Wilbourn. He has been incarcerated for 17 months because of a crime he did not commit and was recently diagnosed with COVID-19.

Last month, Mr. Wilbourn tested positive for COVID-19, and since then, he has not received any proper medical treatment that would serve to improve his health. According to the Governor of Illinois, everyone, whichever the locality, has a mandate to practice social distancing to help fight the coronavirus spread. Contrary, the environment Mr. Wilbourn is in limits him from heeding to the governor’s instruction as the facility is overcrowded. Further, the facts of his arrest indicate that Mr. Wilbourn is a nonviolent inmate. Besides, he has already served much of his sentence.

Prison deaths are considered to be at a relatively higher rate in the correctional facilities due to the unhealthy environment within the prison doors. The unavailability of enough masks and hand sanitizers, overcrowding, and cramped conditions in the stalls are unacceptable living conditions, especially for a COVID-19 sick individual. The American Civil Liberties Union (ACLU) Prison Project mandates the Justice Department to protect the inmates’ right to healthy living. Therefore, an act to save his life, slow the spread of the virus and reduce the strain on the limited prison medical facilities should be considered.

In this regard, I would like to file a release request for inmate Valentino Wilbourn. I hope that from the above reasons, you will consider the seriousness of the matter and Mr. Wilbourn’s welfare and that of his fellow inmates.
