Child protection is the responsibilities, preventative and responsive measures that help in protecting children by ensuring that no child is subjected to child abuse. The issue of child abuse is a pressing issue in society since children have been frequently exposed to physical abuse and sexual abuse. Moreover, some are being emotionally abused, and this has considerably affected their mental health since it has made them develop depression and fear. There have been many cases of child abuse in society, and this has been attributed to the lack of stringent child protection policy to curb the practice and safeguard the children from any form of abuse from their seniors or peers. Child abuse seems to be on government level since the Vietnamese government has launched a campaign to address the issue to safeguard children from abuse. For instance, after several high-profile cases of child abuse which mainly involve abuse of children by their teachers, the Vietnamese government has initiated several programs to bring the issue into the public domain. The government is proposing to launch a stringent child protection policy to curb mandatory sexual assaults. Furthermore, the result of 2019 survey on children between age 1-14 years has revealed child abuse as a serious problem in Vietnam. The findings of the survey have shown that about 68 percent of children endure physical violence from relatives. Similarly, the statics of 2018 on child abuse revealed that approximately 68 percent of the Vietnamese children sustained mental and physical abuse from their parents.

The final Memo will involve the examination of the social work programs that are essential in addressing the problem of child abuse to foster the protection of children. Vietnam lacks a detailed child protection policy to respond to the escalated cases of child abuse in the country. Various programs have been proposed and launched to assist in promoting the effectiveness of the policy in protecting Vietnamese children from abuse. The social work program has been prioritized as the backbone of professional child protection services in health, education, justice together with the welfare of the children. For instance, the Memo will examine the effectiveness of evidence-based advocacy program as a form of the social work program, which is crucial in addressing the challenge of child abuse. The program will also support reform on the Vietnamese child protection policy to enhance its effectiveness in protecting the children from various forms of abuse, and this will consequently assist in reducing the high prevalence of child abuse in Vietnam. The program will assist in offering great insight into the problem, and this would, in turn, assist in making the correct recommendation on the best alternative for Vietnam to curb the issue of child abuse and improve the effectiveness of its child protection policy. Additionally, the improvement of the Vietnamese child protection policy through the implementation of the proposed alternative will increase its capacity to control child abuse, and this will consequently assist in alleviating the children from the problem.
