Citizen Rights vs. Security
Introduction
Every government in the twenty-first century globally is presented with two significant threats. The first one is the enhancement of security. The security threat is brought about by the increase of terrorism worldwide, people’s movements, and the overnight change on the mode of communication, which facilitates the coordination of illegal activities. The security of citizens as a dimension of human security is related to multiple factors and actors. These factors include the state’s and societal structure, policies of the government, state of the economic, socio-political, and cultural rights.
Citizen security
The undermining of citizen’s security is brought about by the failure of a country to protect their people from violence, crime, and breakage of ties between the leaders and their followers. The vast population affected by violence and crime stands out to be youth as they also indulge as perpetrators. Because of these conditions, some organizations have fought for the citizen security establishment as a public policy.
Public policy realization is impossible if they are not related to human rights. That is because procedures ensure that the enacted human rights are adhered to in the law side and practiced. The second form of threat is civil rights. These rights help to tackle all issues related to crime and violence and its effects on the security of citizens through the implementation of public policies directed on protecting people rather than the state.
Human Rights
Internationally, citizen rights legal order does not necessarily outline the reasons of safety from crime and violence, whose regulation and prevention are objects to policies of citizen security. Still, every state is required to protect the rights that are vulnerable to crime and violence. These rights entail the right to life, freedom, integrity, ownership, use of property, and speech. The obligation of any state in the attainment of citizen security also requires the rights to privacy, protection right, the right to justice, right of free expression, right to freedom of association, the right of participation to public matters, and right to a fair trial. These rights have expanded to include rights to health, education, work, and even social security.
Limitation of human right policies
According to a report done by the Inter-American Commission on Human Right on citizen security and human rights, has elaborated and interpreted every state’s tasks, both positive and negative concerning the human rights and citizen security. The main definite job expected to be performed by the rules requires the policies of the public on citizen security to be prioritized and act as a guarantor on the exercise of citizen rights to prevent and regulate crime and violence. In the process of implementation of these policies, states encounter problems like; the intervention of security agents in the workforce related to the security of citizens, governing process of citizen security, privatization of military works, mode of treatment to crime and violence victims, and means governing the citizen security.
Conclusion
On the achievement of human and security rights in a state, the IACHR recommends compliance with the international protection of human rights in place in citizen security through the implementation of comprehensive policies. They further support the generation of institution capabilities within the sectors of the public to design programs related to citizen security. Every system derived must consider the sustainability of the citizen policy upon agreement of both the social and political sectors.
