I strongly second you as I have frequently experienced that the vital part of a code is readability because a lot of time is spent on trying to debug and maintain the code itself. Turned off codes should not be considered to be released. Modern debuggers and tools have made this possible and have made it easier to instrumenting the code to fit exactly what is going on. The tools aid in creating images that are debugging enabled such that it reduces a whole number of errors that could be incurred. And the first step to ensure that code is documented is simple, naming the objects with suitable names. It is well known that future priority should be considered when writing a code; hence the human reader should be considered as an important aspect. My advice would be instead of commenting on variables, then I strongly support giving variables names that best describe them.
