For a bill to pass in the Senate, it has to go through the conference committee. The conference committee ensures that the bill mirrors a similar bill passed in the House of representatives. Both chambers have to send conferencees to help debate the passing of the bill. The numbers of conferencees are not limited; hence either House can send as many people as possible. Political parties wishing to influence the majority vote in the conference committee send a majority number of confrencees.
