The leading causes of the staffing problem that is now facing the institution are among others, non-effective leadership put . Funds that were received were utilized haphazardly, and that has contributed significantly to the staffing problem we are now facing. Secondly, the facility has failed to come up with an adequate recruitment and hiring plan.

The problem can be addressed by developing an adequate staff hiring and retention plan. This should be able to run the facility for a long time. Secondly, more funds should be mobilized to enhance the staff in their activities and to motivate them in their line of duty.

  1. QUALITIES OF LEADERSHIP

Firstly, a leader that will meet the goals of the governor has to be inclusive. He should be able to recognize the input of everyone in the team and listen to their views and take their recommendations. Secondly, he has to be humble, and thus he will be able to listen to advice from the workers in the lower cadres, and this will be effective in bridging the gaps that might exist between the various cadres of employees. Finally, he should be an effective team player. This will be necessary because such a role entails a leader’s core belief that they are no better than those whom they lead.

Firstly there is one-to-one supervision. It entails the use of a manager and takes place in certain places. It is effective since it is timely. Secondly, there is group supervision. This is where you use the services of a facilitator who stands in as the supervisor. Thirdly there is shared supervision. This is where the responsibility to supervise is equally shared out in the group. The difference here is that the supervisor can provide specific guidance on a particular area. Finally, there is professional supervision. This method allows individual observers to grow professionally in their respective fields.

Firstly, it is important to be inclusive in decision making. When everybody in an institution participates in the decision-making process, they are more likely to accept the changes. Secondly, it is imperative to appreciate everyone’s input in an institution, and this will lead to the identification of the root cause of resistance.
