Mandating population screening for diseases targeted toward specific sub-populations such as prospective immigrants and refugees requires a comprehensive approach that considers the contexts framed by political, social and economic factors. In a political perspective, the creation of policies on immigrant’s health should be implemented with considerations of the social determinants of health. The policies should be effective enough to reduce any health hazards involved by following every safety regulations. Financial and economic considerations are also necessary for providing effective health services. Levels of poverty can affect how the government delivers its services; therefore, the government should respond with a health program that is effective to address the consequences of migration.

Tuberculosis (TB) and HIV constitute the main burden of infectious disease. Individuals with the two immune infections are more at risk due to health weaknesses. However, the two immune infections affect individuals differently. HIV affects individuals by weakening the immune system, thus increasing the risk of TB. However, an individual with TB does not increase the risk of getting HIV. Therefore, when HIV/AIDS first came to the scene in the 1980s, the paradigms were not considered due to distinct paradigms (Daftary, 2015). The states required a different consideration to integration efforts. HIV and TB programs reflect disparate paradigms of care. In the early 90s, when the problem of the infection had emerged, the scientist noted that different approaches to HIV and TB management were as a result of their distinct etiologies and trajectories. Thirty years later, the trajectories of both diseases have not changed due to the mode of transmission. HIV is transmitted through inmate contact while TB is spread via airborne that is no intimate contact. Programs addressing both infections have become diverse in most parts of the world, yet drawing their concurrent management is still low.
