Abstract
Cybercrime is increasingly growing with the improvement in technology. Technological growth triggers a rise in various platforms that allow torture among people and illegal use of the internet. Cybercrime has increased racial discrimination as people use the internet to pain other races and religious backgrounds. The efforts of government seem impossible as people are responding positively to criminal practices. Using a mobile app would be a fast, cheaper, and more convenient way of tackling cybercrime. In this case, a mobile app will be developed and configured to the Computer Emergency Response Team, who will work on cybercriminals appropriately. The CERT, in this case, will forward the criminal to the judiciary for persecution for breaking the law. Using this method will be a quick, easy, and cheaper way of controlling cybercrimes. The use of a mobile app is a convenient method of reducing criminal activities on internet sites as a vast number of people will be controlled easily. The presence of ciphertext will play a pivotal role between the user of the mobile app and CERT. The use of cryptography will work to protect the information from hackers. Therefore, the information in the mobile app will serve as the secret between the user of the mobile app and the CERT. The use of this mobile app will, therefore, be an effective way of reducing cyberbullying.

The problem of the statement
The country does not have a clear website that works to prevent cybercrime activities by exposing their vices. The cybercrimes rise with the increase in technology and therefore creating a need for a mobile app to prevent this vice.
Introduction
The First Amendment in the United States secures freedom of speech, which disallows that congress cannot pass a law abridging the freedom of expression. However, the technological growth and rise of social media have triggered the misuse of language in various sites (Ahram et al., 2017). The technological advancement plays a negative role in instances of racial discrimination and cyberbullying. Research has shown that bypass is the main cause of cyber insecurity in various regions. Racial discrimination is also evident in twitter, Facebook, and even Instagram. Various groups, particularly the African Americans, have found themselves at the receiving ends on racial torture. The cyberbullying has not had limits as the social media users often employ abusive language on several religious groups, gender, and age. In working to find a solution to this problem, the government can develop an online response line for reporting the use of abusive language and cybercrimes. For instance, the government can come up with a mobile app where the individuals receiving discrimination can report. The app will have a direct link to authorities in concern who will take various actions on the offenders. The purpose of this paper is to explore how technology has increased abusive language use across media centers. The article will also provide a solution to how the respective authorities can curb the issues of racial discrimination and cyberbully. The use of a mobile app will be the most economical way of tracking individuals who misuse social media sites. Such use will allow for instant trapping of persons performing the vices.
Proposal solution
A mobile app that sends information directly to the authorities will play a central role in reporting cases of cyberbullying. The government will develop a website that will have a direct link to the detective authorities. The mobile app will work in such a way that it will allow people to upload links, photos, and even videos regarding cybercrime. Rampant crimes regarding technology are evident in social media platforms. Allowing people to share information directly from social media through links, videos, and websites will thus cover over 80 percent of the cyberbullying (Alotaibi et al., 2016). The app will send information directly to the computer emergence response team that will investigate the matter on victims. The detectives will be working to curb the illegal and use of abusive languages across all platforms. The information given on this platform will include the location and details of the oppressor to allow for easier detective investigations. This platform should have a design of allowing direct messages from the authority to the individual communicating as a way of acquisition of more details. The mobile application can take care of the information by taking care of cryptography. Generally, the integration and use of a mobile app will be a good countermeasure to the cybercrime and activities that relate to bullying.
The mobile app should be available as a free download in Google play as a method of making it available for all. The app should further have a design to avoid cracker invasion and acquisition of the app. Fewer restrictions on the download of the app should be evident to encourage members of the public to use it for their benefit. Mass education should be evident to enlighten the public on the importance of having and using the mobile app for individual benefit. For the persons who may not be able to download it, they should have the option of receiving the app from third parties who already have the mobile app. In this case, the government will have worked to make the mobile app available for a huge fraction of the members of the public. The easy access of the mobile app will be a significant boost towards the success of reducing improper language use in social media centers.
The detective authorities in which the reports are sent should have various branches in all states and towns. The detectives should know to decrypt to encode the information they receive. The subdivision will allow for fast research and the accusation of the pressure. Investigations will also be faster, ideal, and reliable among the persons. In this case, research ensures fast decision making and taking necessary actions to induce fear on the members of the public regarding such vices. The diversification of authorities across various towns is also important as a way of reducing the ratio of detectives to authority (Glasser, & Taneja, 2017). The lower the ratio, the higher chances of reducing criminal activities among people of various platforms. By scaring them, most people will restrain from such technological abusive languages for the better. The purpose of coming up with this is, therefore, to develop a platform that elicits fear and controls the misuse of these technological platforms.
The platforms that integrate detective sites should work with the judiciary to ensure that cases of cybercrime are dealt with sooner. The judiciary should come up with a special group that will specialize in dealing with cyber activities only (Itari et al., 2017). The availability of the mobile app, in this case, will be an ideal way since it will provide the accurate and first-hand information. The use of written screenshots, photos, videos, and audio clips is a significant information provision that works to eliminate any possibility of doubt in these cases. The judiciary will thus only be having ample time to researching and persecuting the criminal. Generally, the mobile app will serve a significant deal in providing information on various criminal offenses regarding the illegal use of technological platforms.
The members of the public should be educated on how to access the mobile app and use it in informing the authorities. The education to the public should involve the domain name but never reveal the digital signature to hide the content from hackers. The government can pass information through the use of direct marketing to all citizens of the country. The provision of this vital information will work in increasing the knowledge of the most vulnerable groups and how they can protect themselves. The information should also be channeled to African-Americans, who are the most risk point of discrimination and the reception of abusive languages. The empowerment of the most vulnerable people is important to inform them of how they can defend themselves in cases of cyber-attack. The accurate and faster reporting of information by the members of the public is ideal for reducing the possibility of continuous torture of various races in the media.
The process of reducing improper practices in technological platforms is significant starts from the creation of a mobile app. The app created should have the ability to store and sharing images, videos, and links. Various detectives should also be available in various parts of the country for quick and easy investigations using the information available in mobile apps. The persecution of offenders will be quick and easy since detailed information is available regarding cyber-bullying and racial discrimination. Generally, the use of a technological website will be an ideal way of reducing the racial discrimination and activities of cyber-abuses.
Benefits of using the technological app to regulate language use in social media
Using a mobile app will come up with various advantages of effectiveness, economic, social, and political friendly. Ciphertext reveals the significant importance of technological control of cybercrimes. The main deter of other ways of curbing improper language use in social media is a high cost of operation and time-consuming methods (Marcum, & Higgins, 2019). The integration and use of an app will significantly reduce most of these deters to enhance success in society. The incidences of poor language use in media areas are lack of close monitoring by the authorities giving the oppressors a chance to abuse the weaker persons in society. Therefore, the availability of the phone makes the app available to be used anywhere the users’ visits, such as clubs, theatres, and several other places. The efficiency is also apparent that the app does not cause any harm to the user, like other emissions of technology. The users, therefore, be free to use the mobile app in easily reporting the incidences of cybercrimes to be protected by the respective authorities. Will configuring the information using the mobile app, the oppressor does not have an opportunity to determine the kind of information being used. It may also not allow the individual to think that the person is using the phone as normal. The secrecy and the ability to transmit the information is silent is crucial to protect the users from physical harm. The low economic requirement makes the use of these platforms ideal and important for both the user and the government. The use of the website platform will be a significant idea in seeking to find out the exact location and evidence of such information. Generally, the integration and use of the mobile application is a crucial and central tool towards the acquisition of evidence on the information posted on social media.

Generally, the mobile app has great political importance since it plays an array of roles to help the government protect its people.

This mobile app should enable the sending of messages as links, videos, audios, and links. The provision of such types of information will be crucial to enhance as evidence for the criminal practice among the involved parties. Thus, judicial persecution will be fastened and accurate for the faster transfer of information and confirmation. The mobile app is essential since it enhances effectiveness among the users and the CERT. The efficiency is also evident in the judiciary since it allows for easy acquisition of evidence that will enable quick persecutions and thus controlling cybercrimes. The use of a mobile app further depicts social, economic, cultural, and environmental importance. Economically, the mobile app is cheap to produce, install, and use. The maintenance cost of the mobile app is low and thus making the application effective in combating cybercrimes. Generally, the mobile app is a crucial gadget towards the eradication of cyberbullying and other anti-social practices.
