The current leadership issue
Question 1
There is a need to ensure that the facility can be able to pay for itself. This is to mean instead burdening the taxpayers with extra financial bills that they should pay for there is a need to ensure that the current leadership wrangles are well addressed. The current leadership issue is the fact that there is no checks and balance on the side of the city board in that they may opt to make any decision that is based on their interest but may not be in line with the interests of the people. Even though the people may have the opportunity to respond to such by voting such leaders out, the fact is that the effects of their decisions may be felt much longer even when they are out of the office. This is a critical issue that should be appreciated and addressed.
At the same time, the land on which the airport is built was donated by one of the local business leaders. As a result, there should be a representation of the community when it comes to a decision making on matters to do with the airport land as well as Tourism Development District in general which is not the case. In other words, there is leadership that does not address the issue of representation of the local community and the interests of the community. There is also the issue of the city board being dictatorial in that even though the property should not even be a government of city property. Still, there has been no regard for the voice of the people when it comes to matters to do with the decisions that are made hence a considerable challenge and leadership failure on the side of the city board.
Question 2
The new leadership structure should be that one which has the representation of the community as well as the city council. At the same time, there is a need to form a committee that will be in charge of the developmental issue of the airport.

The advantage of the new arrangement will ensure that the interests of the community are included or stated and represented in the decision making. The initial structure did not deal with the issue community and its benefits. The existence of the Tourist Development Trust board with members will ensure that there is a balance between the community aspirations and the interests of the land use, which is supposed to be promoting tourism and tourist activities. In this structure the city board has the overall mandate because the area falls in the jurisdiction of the city board. Hence they will be able to make decisions in line with the wishes of the community as well as in the interests of the city. Thus there will be a balance that will be anchored on giving and take, which is healthy.
Question 3
One of the leading financial issues the people have is the fact that there is no transparency. A considerable number of issues used to arise from the allocation of the funds. There is a need to ensure that the charges that will be charged if will be used for developing the facility. The arrangement will certainly have a huge impact on the allocation of the funds. The amount of money allocated for advertising will be slashed by half since most of the advertising will be done through word of mouth, which is indeed non-paid for. The amount of money paid in salaries should also be slashed in that the people who volunteer to do the work which will reduce the total cost of running the airport.
Question 4
The leadership skill of the executive will involve decision making and negotiation. It is clear that executive director being the leader of the project should be able to negotiate with the rest of the stakeholders on the best way out when it comes to balancing the interests of the community as well as those of the city. The community needs to do some development on the land, but at the same time, the taxpayers are the ones paying for the operation of the airport which means the need to balance between the usage of the facilities as well as whether the use of the airport should be made public so that it can contribute to the well-being of the community as opposed to being used as private airport yet it is being funded by the taxpayers.
